District 155 Files Final Offer, Posts Proposal to Teachers Union on Website.

District 155 Board of Education has posted its teachers contract proposal on the district's website.

Community High School District 155 filed its final offer to the District 155 Education Association with the Illinois Education Labor Relations Board (IELRB) on Friday. 

The proposal will be posted on the IELRB website within seven days and has already been added to the district’s website along with other negotiations-related information at www.d155.org/negotiations, said Jeff Puma, communications director for District 155. 

“We hope by posting the information to our site, the public will have a greater understanding of the board’s proposal,” said board president Ted Wagner. “We have the utmost respect for our faculty, and are optimistic that publicly posting this information will help each side come to a fair agreement.”  

According to the information posted on the district website, the teachers' proposed contract would result in an overall cost increase of 11.88 percent toward salary and benefits for the district over a three-year period. 

The district's plan would result in a 5.01 percent increase in cost. 

District 155 Teachers Association president Justin Hubly had just received the final offer late Friday afternoon and was not ready to comment on or verify the information posted on the district's website. 

The final offer comes following the declaration of impasse by the teachers union, Puma stated in a news release. It is the first public display of the district’s proposed contract. In addition to the posting, both sides continue to negotiate, Puma said.   

The district’s proposal balances increases to faculty compensation with increases to employee responsibilities for retirement payments. The end result would be a 5.01% increase to the total funding for faculty salary and benefits over the course of three years. 

“We are committed to our school programs and forecast that our offer will provide financial stability that is fair to current and future students, our teachers, and our taxpayers,” stated Wagner. 

The next scheduled negotiation sessions are the weeks of November 18 and December 16, Puma said. The board’s negotiating team has offered its availability on both nights and weekends in the time between the scheduled sessions should the association wish to accelerate the process, he added. 

Community High School District 155 is comprised of four high schools including Cary-Grove, Crystal Lake Central, Crystal Lake South, and Prairie Ridge, and an alternative education center, Haber Oaks.

The district serves nearly 6,750 students from several cities throughout McHenry and Lake Counties. More than 91% of its class of 2013 continued their education beyond high school, Puma said.
