LITH Village Board to Vote on Annexation for Recycling Facility

Some village of Cary residents have expressed concern over the recycling facility potentially contaminating groundwater.

The Lake in the Hills Village Board is poised to vote Thursday on various ordinances that, if passed, would allow plans for an asphalt shingle recycling facility along Route 31 to move forward.

The 19 acres located at 8813 South Route 31 is where the proposed recycling facility would be built and needs to first annexed by the village. In the past year, the land was disconnected from Cary and is not currently within the limits of any municipality. 

Southwind RAS of Bartlett has requested annexation into the village of Lake in the Hills. The company plans to operate an asphalt-shingle recycling plant on the land where used shingles would be ground into small particles and sold off for use in building new roadways.

The recycling facility has caused some unease for Cary's mayor and Cary residents who have expressed concern whether the proposed facility would have negative effect on the village’s water supply. Officials for Southwind have said that would not happen.

The village of Lake in the Hills held a public hearing on the proposed facility Tuesday night. No residents spoke during the public hearing.

On Thursday, the Village Board will vote on several ordinances, including: 

  • An ordinance authorizing execution of annexation agreement for 8813 South Route 31, also known as the Krueger property. The proposed 20-year agreement would cover development requirements for the project, which includes zoning, condition uses, public improvements, letter of credit requirements and impact fees, according to village board documents. 
  • An ordinance annexing the property commonly known as 8813 S. Route 31 to the village of Lake in the Hills. The land is not currently under any municipal jurisdiction. 
  • An ordinance approving the zoning of property. The village is asking for zoning of M-1 limited manufacturing district with a conditional use for a planned development for an asphalt shingle recycling facility and outside storage of vehicles.
  • An ordinance authorizing execution of a host agreement for the Krueger Property. This agreement spells out the fees that will be paid to the village of Lake in the Hills based upont he amount of recycle materials produced from the proposed facility. The proposed fee is 80 cents per ton of recycled materials produced, according to village board documents. 

The village board will vote on the ordinances during Thursday's Board of Trustees meeting at 7:30 p.m. at , 600 Harvest Gate in Lake in the Hills.
